Portugal remained in 2025 among the ten most attractive European countries for foreign direct investment (FDI), ranking 9th, according to the EY Attractiveness Survey 2026.

In a European context of increased caution in investment decisions, Portugal recorded a 5% decrease in received FDI projects, totaling 186 projects. This decline is less pronounced than the 7% drop registered at the European level.
Technology and specialized services activities had a significant weight, jointly representing 44% of the projects captured. The reinforcement of investments by companies already present in the country is also noteworthy, with expansion projects increasing from 26% to 37% of the total.
The results reflect the country's ability to maintain investor interest in a demanding international scenario.
