Temu's plan to rectify its DSR infringement is based on five measures. The company will conduct a platform-specific risk assessment and use reliable metrics to evaluate the effectiveness of mitigation measures aimed at reducing the risk of illegal content dissemination.
The platform will assess the limitations of its content moderation and analyze whether and how its recommendation systems might amplify the spread of illegal goods. Furthermore, Temu will examine the influence of intentional manipulation and amplification of illegal items, particularly by sellers exploiting Temu's features to post potentially illegal ads.
The company now has four months to conduct a provisional risk assessment covering a six-month period, by November 30, 2026, to ensure the implementation of the action plan's measures.
This action plan is another example of how the DSR is strengthening online consumer protection and limiting the spread of illegal products in Europe. The proposal followed a breach of obligations decision in May 2026, in which the Commission found that Temu had not fulfilled its risk assessment obligations, imposing a fine of €200 million.
