The National Entity for the Energy Sector (ENSE), in collaboration with the National Republican Guard (GNR) and the Spanish Civil Guard, carried out Operation Origins V between October 20 and 23, 2026, focusing on the transport of fuels from Spain and on supply and storage facilities within national territory.

During the four days of the operation, 171 tankers were monitored and 72 of these vehicles were inspected, collectively carrying approximately 1.8 million liters of fuel. The inspection also covered 50 supply and storage facilities, with ENSE sealing six due to a lack of licensing.
The operation aimed to verify the correspondence between transport documentation, the fuels transported, and declared destinations, as well as to identify unlicensed discharge points and storage facilities. Control actions focused on three border areas: Valença and Vila Nova de Cerveira (North), Caia and Campo Maior (Alentejo), and Vila Real de Santo António (Algarve). Cooperation with Spanish authorities included monitoring tanker departures from logistics depots in Spain.
Operation Origins V mobilized 80 personnel: 20 ENSE inspectors, 54 GNR officers, and six Spanish Civil Guard officers. The coordination between the three entities allowed for the combination of technical inspection of the fuel sector with road control and cross-border cooperation.
The inspection of discharge sites led to the identification of two service stations operating without an exploitation license in Borba and Famalicão; a storage facility with unlicensed surface reservoirs in Vila Verde, where a seizure also occurred; two unlicensed gas bottle storage areas in Vila Verde and the municipality of Valença; and an unlicensed liquid fuel storage facility, also in the municipality of Valença.
The inspection will continue with the analysis of the collected documentation and information cross-referencing with the Tax and Customs Authority. ENSE will continue to conduct inspection actions in coordination with security forces and counterpart authorities.
