The study, presented on October 29th at the IPQ facilities in Caparica, maps and characterizes Portugal's Quality Ecosystem, identifying its actors, rules, competencies, functions, and interconnections. The aim is to provide an integrated view of the national quality infrastructure and identify strategic areas and cooperation opportunities for the next decade.
Maria João Graça, Member of the IPQ's Board of Directors, highlighted the work's importance in grounding decision-making with sustained knowledge, stating, "With this study, we gain exhaustive knowledge of the ecosystem to make the best decisions."
This work continues the priorities defined in the Strategic Agenda for Quality 2030, which aims to establish Quality as a transversal dimension of development, a factor of competitiveness, innovation, and sustainability.
The diagnosis highlights the need to deepen articulation among stakeholders, strengthen institutional cooperation, and promote greater recognition of the value of Quality among businesses and society, thereby fostering synergies and effectiveness.
Identified strategic areas include digital transformation, strategic articulation and institutional cooperation, skills development, promotion of Quality literacy, monitoring and supervision, and the development of a National Quality Policy.
Digital transformation, with the impact of technologies like artificial intelligence and the Internet of Things, presents new challenges to the quality infrastructure, requiring adaptation of standards, development of digital skills, and reinforcement of cybersecurity.
The study serves as a knowledge base to support policy definition, strengthen cooperation among stakeholders, and enhance Quality as a structuring factor for Portugal's economic and social development.
